Cannot Add Pre-deduct Travel Agent to Reservation

Problem:

Cannot add a pre-deduct travel agent to a reservation

Solution:

When adding a travel agent to individual reservations, the system prompts:

"Is this a pre-deduct travel agent?"

However, when adding a travel agent to a reservation with group billing activated (i.e. - the group master or leader has a pay code other than "IP"), the above prompt does not appear.  

By definition, pre-deduct reservations should be paid in full prior to the guest's arrival.  Therefore, there should not be a balance to transfer at checkout.
